I am Local Elder from Ukraine. My name Yuri Andreew.
Do I want to know why our Church requires rebaptism for the new members of Church in all cases? It is and there must be the exceptions.
We can to do laying of hands in the name Lord Jesus Christ and then  not necessarily in rebaptism.
